Dr. Liu is known as the Father of Urban Planning in Singapore. From 1969 to 1989, Dr. Liu served as Chief Architect and later CEO in the Housing and Development Board. During his tenure, he was involved in the planning, design and implementation of public housing in Singapore. From 1989 to 1992, Dr Liu served as the Chief Planner and CEO of the Urban Redevelopment Authority where he led the planning of the Singapore’s 1991 concept plan to come up with a set of practical development blueprints with planning strategies that would guide Singapore towards becoming a modern city of excellence.
